PLACE: City Hall Council Chamber (777 B Street, Hayward, CA 94541) and Virtual Platform via Zoom (please refer to the posted agenda in the Meeting & Agenda Center https://hayward.legistar.com/Calendar.aspx On the above date, at approximately the hour noted, the Hayward Planning Commission will hold a public hearing to obtain citizen input on the following matter. Please note the Planning Commission will hold a hybrid meeting which will allow for participation in the Council Chamber and virtually via the Zoom platform. MAJOR SITE PLAN REVIEW, ADMINISTRATIVE USE PERMIT, AND INITIAL STUDY/MITIGATED NEGATIVE DECLARATION APPLICATION NO. SPR-23-0036 FOR THE STACK DATA CENTER PROJECT LOCATED AT 26062 EDEN LANDING ROAD Project Description: Major Site Plan Review and Administrative Use Permit application for the STACK Data Center Project. As proposed, the project would include demolition of nine existing one-story office and industrial buildings, totaling approximately 165,000 square feet, and development of an approximately 310,000 square foot, three story data center that will reach up to 100 feet in height; a 1,700 square foot one story building; 28 emergency diesel generators; and an onsite project substation and PG&E switching station. The site is approximately 11 acres and is comprised of two parcels. Pursuant to the California Environmental Quality Act (CEQA), an Initial Study/Mitigated Negative Declaration with a Mitigation Monitoring and Reporting Program was prepared by the California Energy Commission serving as the Lead Agency and the City of Hayward serving as a Responsible Agency. Applicant: Miles Kersten, STACK Infrastructure, Inc.; Owner: SI SVY03A, LLC. Project Location: The property is located at 26062 Eden Landing Road Assessor Parcel Numbers (APNs) 461-0085-052-01 and 461-0085-016-00, within the Industrial Park (IP) Zoning District and is designated Industrial Corridor (IC) in the Hayward 2040 General Plan. The Planning Commission is being asked to review the proposed project and provide a determination. If the Planning Commission makes a decision on this matter on May 22, 2025, such action would begin a 10-day appeal period, which would run through 5:00 PM on Monday, June 2, 2025. If the Planning Commission decision is appealed and/or called up by the City Council, the application will be scheduled for review and disposition by the Council at a duly noticed public hearing. Persons interested in the above project are invited to participate and/or provide written comment for or against this proposal.
