NOTICE TO CONTRACTORS (Advertisement) Notice is hereby given by order of the Board of Supervisors of Contra Costa County, that the Director of Public Works will receive bids for the furnishing of all labor, materials, equipment, transportation and services for: CHILLER REPLACEMENT PROJECT 2500 ALHAMBRA AVE MARTINEZ, CA 94553 Authorization No. WH576A Bid proposals shall be sealed and shall be submitted to the Director of Public Works, Capital Projects Management Division Office, 255 Glacier Drive, Martinez 94553, on or before the 28th day August, 2025 at 2:00 p.m., and will be opened in public immediately after the time due at the Public Works Department Conference Room G in BLDG 500, 255 Glacier Drive, Martinez, California 94553-4711 The estimated construction contract cost (Base bid) is $7,200,000.00 The prime contractor for this project shall hold a valid Class B General Building Contractor license, a class C-20 HVAC Contractor license, and a class C-36 Plumbing Contractor license. Prime contractor shall have completed one (1) HCAi 1 project within the last 5 years in an operational hospital facility. The project includes but is not limited to the replacement of three chillers and their related water pumps within the chiller plant. The chiller work also requires rerouting of piping within the chiller plant, replacement and relocation of the chilled water expansion tank, and installation of a new refrigerant leak detection system. All work will be phased in sequence to allow continuous operation of the facility, in conjunction with the furnish, installation & maintenance of an interim chiller and generator on site. To connect the interim equipment with the building mechanical and electrical systems, temporary connections and supports will be installed at the exterior of the building extending to the identified points of connection on the mechanical and electrical drawings within the building. All interim and temporary equipment and support systems are to be removed at project completion with the site and building restored to their original condition; refer to the drawings, sheet notes and specifications for additional information. Bidders shall carefully review the phasing / sequencing requirements in the Contract Documents, including Exhibit A Abbreviated Functional Program. Each bid shall be made on the bid form issued with the specifications and must be accompanied by bid security in the form of cash, a certified check, cashier's check, or bid bond in the amount of the ten percent (10%) of the base bid amount, made payable to "The County of Contra Costa". The bid security shall be given as a guarantee that the bidder will enter into a contract if awarded the work and will be forfeited by the bidder and retained by the County if the successful bidder refuses, neglects or fails to enter into said contract or to furnish the necessary bonds and insurance certificates after being requested to do so by the County. Bidders are hereby notified that securities may be substituted for any monies withheld by the County of Contra Costa to ensure performance under the construction contract, in accordance with Public Contract Code Section 22300 and the General Conditions of the Contract. The successful bidder will be required to furnish a Payment Bond in an amount equal to one hundred percent (100%) of the Contract price and a Faithful Performance Bond in an amount equal to one hundred percent (100%) of the Contract price, said bonds to be secured from an admitted surety insurer authorized by the Insurance Commissioner to transact business of insurance in the State of California. Each bond shall be issued on the form set forth in the specifications. Bidders are hereby notified that pursuant to the Statutes of the State of California, or local law applicable thereto, the said Board has obtained the general prevailing rate of per diem wages and rates for legal holidays and overtime work in the locality in which this work is to be performed for each type of worker or mechanic required to execute the contract which will be awarded to the successful bidder. The prevailing rate of per diem wages is on file with the Clerk of the Board of Supervisors. Bidders are hereby notified that pursuant to SB854 (Stat. 2014, Chapter 28): No contractor or subcontractor may be listed on a bid proposal for a public works project (submitted on or after March 1, 2015) unless re- gistered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this require- ment for bid purposes only under Labor Code section 1771.1(a)]. No contractor or subcontractor may be awarded a contract for pub- lic work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pur- suant to Labor Code section 1725.5.
