
JONES VALLEY WATER SYSTEM NOTICE TO CONTRACTORS - INVITATION FOR BIDS EMERGENCY GENERATORS Separate sealed Bids for the construction of the Jones Valley Water System Emergency Generators Project will be received by the County of Shasta at the Clerk of the Board's Office at 1450 Court Street, Suite 308 B, Redding, CA 96001 until 11:00 a.m. local time on July 31, 2025, at which time the Bids will be publicly opened and read aloud. Bids received after this time will not be accepted. The Project consists of procuring two portable emergency generators and accessories to provide backup power to the Lake Intake and Water Treatment Plant (WTP) sites. A new generator receptacle shall be installed at the Lake Intake, and the existing manual transfer switch and generator receptacle at the WTP shall be replaced. No permanent ground disturbance shall be allowed. Engineer's Construction Cost Estimate is $300,000 to $400,000, including one additive alternate. Bids will be received for a single prime contract. Bids will be on a lump-sum basis. All bids shall be evaluated on the basis of the Base Bid amount. The Issuing Office for the Bidding Documents is PACE Engineering, Inc., 5155 Venture Parkway, Redding, CA 96002. Prospective bidders may examine the Bidding Documents at the Issuing Office during normal business hours. Each Bid must be in accordance with the Bidding Documents, construction drawings, and specifications. Shasta County Department of Public Works (Owner) is using a third-party website, Virtual-Bid.com to advertise these Bidding Documents. Virtual-Bid.com is a free service provided to review and download project Bidding Documents. Virtual-Bid.com is the only internet website for prospective bidders to obtain official project information and Bidding Documents. Prospective bidders can arrange to inspect the sites by scheduling 48 hours in advance with Scott Sealander, Shasta County Department of Public Works Utility Operations Superintendent, at (530) 949-6768. No Contractor or Subcontractor may be listed on a Bid proposal for a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code Section 1771.1(a)]. The general prevailing wage rate of per diem wages, holidays, and over-time work for each craft, classification, or type of workman needed to execute the Contract are established by the State of California, Department of Industrial Relations. State Prevailing Wage Rates can be obtained from www.dir.ca.gov/DLSR/PWD/. The Wage Decision, including modification, must be posted by the Contractor on the job site. Prospective Bidders shall be licensed Contractors in the State of California and shall be skilled and regularly engaged in the general class or type of work called for under the Contract. Each Bidder shall have a Class C-10 California Contractor's license in accordance with the provisions of Section 3300 of the California Public Contract Code. This project is funded in part by the Safe and Affordable Drinking Water (SADW) Fund, and as such, a labor compliance program (LCP) in accordance with California Labor Compliance Code Section 1771.8 must be adopted and enforced. The contents of Bidding Documents do not necessarily reflect the views and policies of the State Water Resources Control Board (SWRCB), nor does mention of trade names or commercial products constitute endorsement or recommendation for use. A Bid must be accompanied by Bid security made payable to Owner in an amount of ten percent of Bidder's maximum Bid price (determined by adding the base Bid and all alternates) and in the form of a Bid Bond issued by a surety meeting the requirements outlined in the Bidding Documents. Contractor shall furnish a performance bond and a payment bond, each in an amount at least equal to the Contract Price, as security for the faithful performance and payment of Contractor's obligations under the Contract.
