CITY OF UNION CITY DEPARTMENT OF PUBLIC WORKS CITY PROJECT NO. 14-14 NOTICE INVITING BIDS Sealed proposals for the work shown on the plans entitled: AT-GRADE PEDESTRIAN CROSSING AT BART, CITY PROJECT NO.14-14, will be received by mail or in person at the office of the City Clerk of the City of Union City, City Hall, 34009 Alvarado-Niles Road, Union City, CA 94089, until 2:00 PM, Pacific Standard Time, on July 31, 2025, The Contractor shall possess a Class A California contractor's license at the time this contract is awarded. Bids are required for the entire work described herein. This contract is subject to the State contract nondiscrimination and compliance requirements pursuant to Government Code Section 12990. Bid Package & Bid Package Location: The project work is to be done in accordance with the bid package on file with the Public Works Department - City of Union City, 34009 Alvarado-Niles Road, Union City, California 94587. Eligibility to bid on this project requires obtaining an electronic format (PDF) bid package from the City. Bid package may be obtained at no charge via email request to the City at publicworks@unioncity.org. Non-biddable plans and specifications shall also be available to view at the various Builders' Exchanges throughout the Bay Area and on City's website at: https://www.unioncity.org/bids.aspx?bidID=101. General Work Description: The Project work includes improvements within and adjacent to the UPRR and BART rights-of-way between the existing Union City BART Station and Duncan Way, as shown and described in the Contract Documents. Within the UPRR right-of-way, the work consists of building at-grade crossing approaches, asphalt conforms (to existing concrete panels), concrete stairs and ramp structures, UPRR maintenance vehicle access ramps and associated grading. In addition, drainage pipes and ditches will be constructed to provide drainage within the UPRR right-of-way. Other items include granite cladding, railing, lighting and landscaping. The engineer's estimate for this project is being updated and will be included in an updated Notice which will be available on City's website. The successful bidder shall furnish a Payment Bond, A Performance Bond, and a Maintenance Bond. Minimum wage rates for this project as predetermined by the Secretary of Labor are set forth in the special provisions. If there is a difference between the minimum wage rates predetermined by the Secretary of Labor and prevailing wage rates determined by the Department of Industrial Relations for similar labor classifications, the contractor and his subcontractors shall pay not less than the higher wage rates. Pursuant to Section 1773 of the California Labor Code, the general prevailing rate of wages in the county in which the work is to be done has been determined by the Director of the wage rates appearing in the Department of Transportation publication entitled General Prevailing Wage Rates (current semi-annual rates which have been predetermined and are on file with the Department of Industrial Relations are referenced but not printed in said publication.
