NOTICE INVITING BIDS SARATOGA VILLAGE CROSSWALK & SIDEWALK REHABILITATION PROJECT FEDERAL PROJECT ID: STPL-5332(024) SEALED BIDS will be received by the CITY OF SARATOGA (CITY) until 2:00 pm on Wednesday July 30th, 2025 for the SARATOGA VILLAGE CROSSWALK & SIDEWALK REHABILITATION PROJECT. Sealed bids shall be submitted addressed and noted as follows: Public Works Director City of Saratoga 13777 Fruitvale Ave. Saratoga, CA 95070 Sealed Bid for: SARATOGA VILLAGE CROSSWALK & SIDEWALK REHA BILITATION PROJECT - FEDERAL PROJECT ID STPL-5332(024) All bids must be accompanied by bidder's security in accordance with California Public Contract Code Sections 20170 et seq. Following the closure of the bid submittal period, bids will be publicly opened and read for performing work as follows: Furnishing all labor, equipment, and performing all work necessary and incidental to the construction of the project known as SARATOGA VILLAGE CROSSWALK & SIDEWALK REHABILITATION PROJECT according to drawings and specifications as prepared by City of Saratoga and according to the Contract Documents. The work to be done consists of supplying all labor, methods or processes, implements, tools, machinery, and equipment to construct ADA compliant pedestrian paths, berms, retaining walls, driveway modifications, pedestrian-activated in-roadway warning lights crosswalk, signage, utility cover adjustments, traffic striping and markings and other work not specifically mentioned herein, but which may be required as directed by CITY or its designated representative. CITY hereby notifies all Bidders that this project is federally funded, and particular attention should be paid to the Federal and State requirements for construction. All required Federal and State required information must be provided in order for the bid to be considered conforming. These sections are located in the back portion of the bid documents. The Disadvantage Business Enterprises (DBEs) goal for this project is 8%. Project is to be completed within eighty (20) working days for Base Bid and Add Alternates, if any, from the date specified in the Notice to Proceed. The Contractor shall pay to the City of Saratoga the sum of One thousand nine hundred dollars ($1,900.00) for each and every calendar day delay in finishing the work in excess of the calendar day completion time. The Contract is subject to the provisions of Part 7 of Division 2 of the California Labor Code (Sections 1720 and following), and Contractor and any subcontractor shall pay not less than the prevailing rates of wage as determined by the California Department of Industrial Relations ("DIR") to all workers employed in performance of the Work. Pursuant to the provisions of Section 1770 of the Labor Code of the State of California, the City has obtained the general prevailing rate of wages and employer payments for health and welfare, vacation, pension, and similar purposes in the vicinity of the Work, a copy of which is on file in the office of the City, and shall be made available for viewing to any interested party upon request. Full compensation for conforming to the requirements of this section shall be deemed included in the prices paid for the various contract items of work, and no separate payment will be made therefor. Pursuant to California Public Contract Code Section 22300, the Contractor may, at its option, choose to substitute securities for monies earned by the Contractor and retained by CITY to ensure the performance of the Contract. Pursuant to California Public Contract Code Section 3300, City has determined that the Contractor shall possess a valid Class A - General Engineering Contractor License at the time that the bid is submitted and at all times it is performing the Work. Failure to possess the specified license shall render the bid non-responsive. The successful bidder will be required to furnish a payment bond in the amount equal to one hundred percent (100%) of the Contract Price, as well as a performance bond conditioned upon the faithful performance by the Contractor of all requirements of the Contract Documents, in the amount equal to one hundred percent (100%) of the Contract Price. The bonds shall be on the forms included in the Contract Documents. The successful bidder shall insure that employees and applicants for employment are not discriminated against on the basis of race, religious creed, color, national origin, ancestry, physical disability, mental disability, medical condition, genetic information, marital status, sex, gender, gender identity, gender expression, age, sexual orientation, or military and veteran status, and shall comply with the Americans with Disabilities Act. The successful bidder shall also comply with the CITY's construction debris diversion requirements, set forth in Articles 7-05, 7-10, and 7-15 of the Saratoga Municipal Code (attached as an Exhibit to the City of Saratoga Construction Contract Document Sample included in the bid documents). Bids will be examined and reported to the City of Saratoga City Council (Council) at a meeting within sixty (60) days of the bid opening. CITY reserves the right to reject any and all bids, or to waive any irregularities or informalities in any bid or in the bidding procedure, or to postpone the bid opening or award for good cause. No Bidder may withdraw its bid for a period of five (5) calendar days after the date of opening of the bids. Each bidder will be notified of award of contract, if award is made.
