
Bid#2025-26/03 RIVERSIDE COUNTY SUPERINTENDENT OF SCHOOLS NOTICE INVITING BIDS The Riverside County Superintendent of Schools, herein referred to as “SUPERINTENDENT” will receive sealed bids for the Head Start Security Upgrades Project at Multiple Sites, herein referred to as “Project.” This Project must be completed within 60 calendar days, herein referred to as “Contract Time,” as provided in the Bid and Contract Documents, herein referred to as “Bid Documents.” Prospective Bidders, herein referred to as “Contractor,” must review the Bid Documents for more complete information regarding this Project and submission of bids. Davis-Bacon Payment of Prevailing Wage Rates: All contractors and subcontractors performing on federal contracts (and contractors or subcontractors performing on federally assisted contracts under the related Acts) in excess of $2,000, shall pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, as determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area (40 USC §276a; 29 CFR Parts 1, 3, 5, 6 and 7.). Apprentices and trainees may be employed at less than predetermined rates. Apprentices must be employed pursuant to an apprenticeship program registered with the Department of Labor “Department” or with a state apprenticeship agency recognized by the Department. Trainees must be employed pursuant to a training program certified by the Department. Contractors and subcontractors on prime contracts in excess of $100,000 are also required, pursuant to the Contract Work Hours and Safety Standards Act, to pay employees one and one-half times their basic rates of pay for all hours over 40 worked on covered contract work in a workweek. For all projects in excess of $60,000, SUPERINTENDENT’S third-party labor compliance contractor will administrate all aspects of SUPERINTENDENT’S labor compliance program (LCP). Payment of Prevailing Wage Rates: Pursuant to California Labor Code section 1720 et seq. CONTRACTOR and Subcontractors are required to pay the prevailing wage. Job Walk: A mandatory Pre-Bid Job Walk will be held on August 4, 2025, and August 6, 2025, at 9:00 a.m. Refer to page 7. Instructions & Conditions for the locations and order. CONTRACTORS are required to attend the entire job walk for each site they intend to bid on. Any CONTRACTOR who fails to attend will be subject to disqualification. Any CONTRACTOR who arrives late will not be admitted. CONTRACTORS shall not visit this Project site outside of the job walk without making arrangements with Cody Backstrom, Project Manager, with the SUPERINTENDENT. Submitting Sealed Bids: All Bids must be addressed, sealed in an envelope, and received by the SUPERINTENDENT’S Contracts and Purchasing Services no later than 12:00 p.m. on August 14, 2025. Pre-Bid Request for Information: Questions and/or Requests for Information (RFI) concerning this Project must be made in writing and be sent via email to epurchasing@rcoe.us. Subcontractors must possess the appropriate licenses for each specialty subcontracted. Each contractor shall be a licensed contractor pursuant to the Business and Professions Code and shall be licensed in the appropriate classification for the work to be performed. Failure to have the specified license or licenses shall render the bid non – responsive and shall act as a bar to the award of the contract to any contractor not possessing the specified license at the time of bid. Licenses acceptable for the work are intended in the bid package listed above, and more than one license may be required.
