Meeting point is 900 feet south of South Kelly Road - see attached map. Contractors with verified attendance at a minimum of one mandatory on-site meeting during the previous bidding cycle are not required to attend an additional site meeting to be eligible to bid. The Special Provisions require bidders to attend one of the mandatory pre-bid meetings. Bids from contractors not in attendance at one of the mandatory pre-bid meetings will not be considered. Bids are required for the entire work called for by the Plans and Specifications, and neither partial nor contingent bids will be considered. Bids must be valid for 60 days from the date bids are opened. Project Updates: Plans and Construction Specifications have been updated since the last bidding cycle. They include all updates from the previous bid cycle Addendums. Additional updates will be noted with the plans and specifications. Bidders should not rely on the prior version of the plans and specifications. Bid Submittal Items: All documentation and materials required by the Proposal Form must be completed and submitted as part of the bid package. The secondary deadline for submitting other bid-related documents that was specified by the prior version of the bid documents has been removed. Unbalanced Bids: This is a reminder that unbalanced bids will not be accepted for this project. The Authority reserves the right to reject any and all unbalanced bids. Plans, Special Provisions (excluding State Standard Specifications and other documents included by reference), Proposal Forms and Contract Forms may be obtained at said office by prospective bidders licensed by the State of California for the type of work involved or may be found electronically at https://www.countyofnapa.org/Bids.aspx [https://www.countyofnapa.org/Bids.aspx] Pursuant to 1771.1 of the Labor Code, a contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, unless currently registered and qualified to perform public work pursuant to Section 1725.5. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded. In accordance with California Government Code Section 1773.2, copies of the applicable determinations of the Director are on file with at Napa County's Public Works Department's business office and may be reviewed upon request. In accordance with the provisions of Section 1774 of the Labor Code, the contractor to whom the contract is awarded, and any subcontractor under him, shall pay not less than the specified prevailing rates of wages to all workmen employed in the execution of the contract. Contractors and subcontractors working on the project will be required to submit certified payroll records, employ apprentices, and comply with working hour conditions as required by the Labor Code. No bid will be considered unless it is made on a blank form furnished with these bid specifications and is made in accordance with the provisions of the proposal requirements and conditions set forth under Section 2 of the 2023 Standard Specifications of the State of California, Department of Transportation, except as modified by the Special Provisions. A bid guarantee in the amount of 10% of the total bid shall accompany the bid. The successful bidder shall be required to furnish a Performance Bond in an amount equal to 100% of the contract price and a Labor and Material Bond in an amount equal to 100% of the contract price with a good and sufficient surety. The Bidder to whom the award is made shall execute a written Agreement with the Napa-Vallejo Waste Management Authority on the form of agreement provided, shall secure all insurance, and shall furnish all certificates and bonds required by the Contract Documents within eight (8) working days after receipts of Notice of Award from the Napa-Vallejo Waste Management Authority (NVWMA). Each bidder must be licensed as required by law. The Contractor shall possess a Class A or B license at the time of contract award.
