Notice of Request for Proposals (RFP) Fillmore Unified School District Request for Proposals (RFP) Local Hazard Mitigation Plan (LHMP) Development Consultant RFP #LHMP-2025 NOTICE IS HEREBY GIVEN that Fillmore Unified School District (“District” or “FUSD”), acting by and through its Governing Board, is soliciting proposals from qualified consultants to assist in the development of a FEMA- and CalOES-compliant Local Hazard Mitigation Plan (LHPM). This project is funded through the Hazard Mitigation Grant Program (HMGP) and aims to identify and prioritize strategies to reduce risk from natural hazards. FUSD will receive up to, but no later than August 29, 2025, at 3:00 PM PST, a sealed envelope labeled with the RFP title and number and addressed to Fillmore Unified School District as follows: Fillmore Unified School District Attn: Andrea McNeill, Asst. Superintendent, Business Services 425 Orchard Street Fillmore, CA 93015 Proposals will be opened at the above date and time. Proposals received after the above-stated time will be returned to the bidder unopened. Proposals must be signed. A copy of the request for proposal is available at the following website: https://www.fillmoreusd.org/apps/pages/rfp. Interested proposers should direct questions in writing to the District at mmartinez@fillmoreusd.org before August 15, 2025 at 3:00 PM PST. Answers to questions and any addendum (as needed) will be posted on the district website on the date specified in the RFP timeline. This project is federally funded and consultant will be required to comply with all applicable federal, state, and local laws, and comply with CalOES requirements related to documentation, procurement, and reporting. The Board of Trustees of the Fillmore Unified School District reserves the right to waive any informalities or irregularities in received submittals. Also, the District reserves the right to accept or reject any or all submittals and to negotiate contract terms with one or more proposers for one or more work items. The District retains the sole discretion to judge the merit, quality, and acceptability of materials proposed and their compliance with the specifications if it is in the best interest of the District.
