
CITY OF MONTEBELLO PUBLIC COMMENT AND PUBLIC HEARING NOTICE COMBINED NOTICE OF PUBLIC REVIEW/COMMENT PERIOD AND PUBLIC HEARING FOR THE DRAFT HUD ANNUAL ACTION PLAN TO THE FISCAL YEAR 2026-2027 NOTICE IS HEREBY GIVEN that the City Council ("City Council') of the City of Montebello ("City") will conduct a public hearing to receive the draft 2026-2027 Annual Action Plan for the allocation of Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) program funds. It is noticed that from April 13, 2026, to May 13, 2026, the draft 2026-2027 Annual Action Plan may be reviewed at the following location. Beverly Blvd., Montebello, CA 90640 PROJECT DESCRIPTION: The City of Montebello is a recipient of Community Development Block Grant (CDBG) and Home Investment Partnership Program (HOME) funds. These funds are awarded to the City by the United States Department of Housing and Urban Development (HUD). The CDBG Program provides federal funds for local improvements projects and programs. Activities assisted with CDBG funds must meet one of the three national objectives: (1) principally benefit low- and moderate-income persons, (2) aid in the prevention or elimination of slums and blight, or (3) meet other community development needs having particular urgency. The HOME Program provides formula grants often in partnership with local nonprofit groups to fund a wide range of activities including building buying and/or rehabilitating affordable housing. HOME is the largest Federal block grant to state and local governments designed exclusively to create affordable housing for low-income households. The Annual Action Plan is submitted to HUD on an annual basis and identifies how the City plans to use the federal money during the next fiscal year to meet the goals and objectives approved by the City Council in the Five-Year Consolidated Plan known as the "Five-Year ConPlan." For Fiscal Year (FY) 2026-2027, the City expects to receive approximately $612,467.00 in CDBG funds and approximately $300,521.60 in HOME funds. Additionally, approximately $1,313,793.23 in HOME Program Income and in prior year resources is available. Total Funding available for FY 2026-2027: Approximate CDBG Funds: $612,467.00 Approximate HOME Funds: $1,614,314.83 Public Review and Comment Period: The draft 2026-2027 Annual Action Plan will be available for public review and comment beginning on April 13, 2026, and ending on May 13, 2026.
